For instance, for government to fund a welfare-to-work program that required beneficiaries to recite a prayer before searching the help-wanted ads or receiving counseling, that used tax dollars to hire only co-religionists, or that exempted itself on religious grounds from complying with program-specific accountability and performance rules, would be plainly unconstitutional and illegal.

Chapter 4 examines the rise and demise of the original Bush plan that advocated greater federal support for community-serving religious nonprofit organizations. The plan unraveled, and the wider consensus was momentarily shattered, when an influential minority of orthodox Christian leaders made policy demands that violated settled constitutional limits on church-state collaboration. But Washington’s move toward faithbased initiatives reflected, not created, the public consensus, and the political troubles of the “Bush faith bill” curtailed, not killed, the faithbased social services movement.
